The Impact of Working Status on Poverty among the Elderly: Focusing on the Age Limit on New Subscription of Unemployment Insurance

Abstract
As the public transfer income for old-age does not guarantee enough income of the elderly, the labor market participation rate of the elderly in Korea is high. As the earned income of the elderly is a major source of income for their livelihood, they are at high risk of poverty under unemployment. However, under current law, unemployment insurance is excluded from unemployment benefits by making it impossible for newly hired workers over age 65 to enroll in unemployment insurance system. This study examined the effect of employment status (working or non?working) on poverty for those aged 55-64 and those aged 65-79, with the upper age limit of unemployment insurance at 65 years of age. It is trying to verify empirically whether the risk of poverty over 65 under unemployment is not high due to the old-age income security system. The analysis used the data from the Korea Labor Panel in 2008 (11th) and 2016 (19th) and used a dynamic probit model that controlled the state dependency of poverty. The results showed that aged 65-79 were at higher risk of poverty than the elderly aged 55-64, regardless of work status, and the non-working state increased poverty risk by 20.7%p. Therefore, the upper limit of the unemployment insurance age should be revised so that those aged 65 and older can be covered by the unemployment insurance system.
